Sutton planning changes from 31 October 2026: what residents and businesses need to know
Published 29 October 2026
How planning decisions are made in Sutton changes on Saturday 31 October 2026. New national regulations mean council officers, rather than the councillors on the Planning Committee, will decide most planning applications in the borough.
What changes
- Officers decide householder applications, such as extensions and loft conversions, minor commercial schemes and housing schemes of one to nine homes.
- Larger applications also go to officers by default.
- An application only goes to committee if a nominated councillor and a nominated officer both agree it is significant.
- The number of objections no longer automatically sends an application to committee. Officers must still weigh any material planning objections.
Council leader Cllr Barry Lewis has criticised the rules, saying they shut residents and councillors out of most decisions. The council held a public briefing on 20 October and has said it will publish a recording on its website.
Bigger changes to how the council works
Separately, a new law ends the committee system Sutton has used since 2012. The council must move to a leader and cabinet model by May 2027. Read more in our article on Sutton's new deputy leader and the move to a cabinet.
What it means for businesses and residents
- Applying? Decisions on smaller schemes may be quicker and more predictable, because they follow officer reports rather than committee debate. A clear, well-prepared application matters more than ever.
- Objecting? Focus comments on material planning issues such as design, parking, overlooking and noise. Volume of objections alone will not trigger a committee hearing.
- Watching your area? Keep an eye on applications near your premises, especially changes of use on your high street.
